I would also appreciate the ability to add a single action to a goal.

For your scenario there is a very easy workaround.
You can create project called for example "Training" and within this project you can create the recurrence scheduled tasks.....
The you can link this project to the goal....

I am also a runner.
During writing this answer I got the idea to implement my training "actions2 in TR.
