When sorting by the time column (in action review), sorting is done by its *text* content, not its numerical content.

Thus, a listing can look like this:
* 1 hr
* 1.5 hrs
* 15 min
* 2 hrs
* 30 min

Ordering should be done by their appearance in the criteria list.
