According to the changes since TR 2.0 Epsilon there will be "Free distributable UTF-8 font definition added to standard distribution (for reports and Print Screen)".

Some good news and some bad news:

Bad: I used the File--> Export-->Actions (Text) menu to export data which contained non English text, but the result in the text file that was created showed a question mark for each exported non English character.

Good: However, using the Print Screen facility, the pdf format file that was created showed all the non English characters.

I hope that the problem with the export function will be fixed for the final 2.0 version.

For the export, did you set-up the export encoding under preferences/options/miscellaneous/Exports and reports?

No I hadn't! After the above adjustment I can export non English characters to a text file. Problem solved, thank you very much.
