I have TR both at home and office, and store the .trx file in a flash disk.
I find that the same action display different dates(created dates, action dates and done dates)at home and office. The difference is always 14 hours.These are IDE Log Files from both:
Home:

I believe CST stands for Central Standard Time, considering the 14-hour difference.

I have the same timezone setting in control panel on both computers, but apparently ThinkingRock on my home PC somewhat gets the wrong timezone. The question is could I appoint it manually?

Are you sure you have the same timezones set? The first line of output from the log files seems to suggest that one is GMT and the other CST. Ah, no. One is GMT +0800 and the other CST. Could you set them both to GMT +0800 or CST?
